No person shall operate a vehicle at a speed exceeding fifteen miles per hour within any shopping center nor shall he operate a vehicle in a shopping center at a speed greater than or less than is reasonable or proper, having due regard to the traffic conditions. No person shall operate a vehicle in a shopping center at a greater speed than will permit him to bring it to a stop within the assured clear distance ahead.
