(a) Compensation ranges are to recognize the value of job experience and performance. Specific compensation rates within the range will be recommended by the department head after appraisal reviews and approval of the Mayor.
(b) The assignment of compensation levels for each position shall be established by the comprehensive pay ordinance. Any new position to be proposed for change in existing levels due to changes in job classifications, work content or responsibility shall be:
(1) Requested by the department head with an evaluation of work content, responsibilities and proposed level;
(2) Reviewed, approved and recommended by the Mayor; and
(3) Approved by Council ordinance creating or changing a position.
