154.10 LOOK-ALIKE HOMES AND/OR HOUSING GROUPS.
   (a)    The Architectural Board of Review shall not approve any application for a permit to construct, alter or enlarge any building or structure in a single-family residential district which shall be like or substantially like any neighboring structure, as hereinafter defined, then in existence or for which a building permit has been issued, or which is included in the same building permit application, in more than three of the following seven respects:
      (1)    Type or style of main roof; gable, hip, gambrel, shed or combination thereof; except irregular shaped plans can be turned 90 degrees on lot, or reversed. (180 degrees)
      (2)    Configuration of floor plan, except irregular shaped plans can be turned 90 degrees on lot or reversed. (180 degrees)
      (3)    Number of stories above grade.
      (4)    Size and relative location of windows and doors or other openings in the front and both side elevations with respect to each other and to any door, chimney, porch or attached garage in the same elevation.
      (5)    Relative location of any attached garage, porch or gable, in the front elevation with respect to each other and to the building.
      (6)    Building materials to be used on the exterior surfaces, front and sides.
      (7)    Permanent color of materials on the exterior surfaces front and sides.
   (b)    In no case, shall a neighboring structure on an immediately adjacent lot be approved with the same roof configuration as defined in (a)(1) above.
   (c)    In relation to the premises with respect to which a building or structure is sought to be erected, constructed, placed, altered or enlarged; a building or structure shall be deemed to be a neighboring building or structure if the lot upon which it or any part of it has been or will be located is any one of five lots on either side of the subject premise or five opposing lots centered on the opposite side of the street, regardless of intervening streets except that an intervening street may be counted as one lot.
   (d)    For new streets, the developer is encouraged to submit to the Board a preliminary drawing of each type of house proposed and a street plan showing proposed locations of each type. If such drawings and street plan are not submitted in advance of applications for permits, the responsibility for rejection of look-alikes remains entirely with the developer.
