No building permit shall be issued unless plans therefor have been approved in writing by the Board, or unless no action by the Board in regard to such plans has been taken within sixty days of the filing of the application for such permit.
   (b)    The Architectural Board of Review shall, in addition to the powers and duties granted in subsection (a) hereof, possess and perform those powers and duties of the Board of Building Code Appeals set forth in the Regional Building Code and the Regional Dwelling House Code.
