(a) There is hereby established in the City an Architectural Board of Review, which shall consist of three members appointment by the Mayor and confirmed by Council, for the following terms: one for a term expiring December 31, 1970; one for a term expiring December 31, 1971 and one for a term expiring December 31, 1972. Subsequent appointments to the Board shall be for terms of three years each.
(b) Vacancies shall be filled for the remainder of unexpired terms in the same manner as the original appointments were made. Any member of the Board shall be subject to removal by the Mayor, with the consent of Council. In the event of the temporary absence or disability of any member, a temporary member may be appointed and confirmed in the manner provided above. Such temporary member must possess all the qualifications of a regular member, shall have the same powers and perform the same duties and shall receive the same compensation as a regular member during the length of his appointment.

(c) Each member of the Board shall receive a fee of seventy-five dollars ($75.00) per month.
