151.05 PARK REGULATIONS; PENALTY.
   (a)   The following rules, regulations and penalties shall apply to any of the park or recreation facilities owned by the City:
      (1)   No person shall park or store any motor car, motor vehicle, bicycle, wagon or other vehicle within any traveled roadway in the parks or at any location where posted signs prohibit parking except in emergencies; or upon any sod, gravel or other surface not specifically designated as “A PARKING AREA”. No parking shall be permitted in seasonable soft or other areas, as designated by a “NO PARKING” sign.
      (2)   No person shall drive, operate or ride a motor vehicle of any kind, including a motor scooter or motor bike within the grounds of any park except through the duly designated entranceways into the lots set aside for parking.
      (3)   No person shall operate within the parks a go-kart, swamp buggy, snowmobile or any other type of motor vehicle which is not customarily registered with the Registrar of Motor Vehicles of the State.
      (4)   No person shall be permitted to remain, stop or park within the confines of any park between sunset and sunrise except for activities or programs authorized by and/or under the supervision of the Recreation Department.
      (5)   No person shall release an arrow from a bow, crossbow or longbow within any park.
      (6)   No person shall establish or maintain any camp or temporary lodging or sleeping place within any park.
      (7)   No person shall start a fire in any park except small fires for culinary purposes in park grills or privately owned grills or fires in designated areas only. All fires shall be put out by the person or persons starting or using the same before leaving the immediate vicinity of the fire. The dumping of hot ashes or fire from portable picnic grills onto the grass or plants is prohibited.

      (8)   Pets may be walked by persons through City parks, but such pets must be leashed at all times and shall not be permitted in any other recreation facilities other than open park areas. Otherwise, pets are prohibited within any City park or recreation facility. No person, however, shall walk a pet in a City park without first having registered the pet and its owner with the Division of Police on forms provided therefor. All other City ordinances with respect to vicious animals and the removal of animal excrement must be obeyed.

      (9)   The possession and/or the consumption of alcoholic beverages or drugs are hereby prohibited within any park or recreation facility of the City except as authorized or permitted at the Kiwanis Lodge.

   (b)   Any person found violating any of the above rules or regulations shall be subject to ejection from such park or recreation facility by City park or pool personnel and repeated violations shall be just cause for the revoking of any pass or permit previously issued to such person and shall constitute just cause for barring such individual from any City park or recreation facility; and in addition thereto, any person violating any of the above rules or regulations shall be deemed guilty of a minor misdemeanor.
