(a) The Director of Recreation shall be appointed by the Mayor for a fixed two year term with the approval of Council. The Director may be removed from office by the Mayor with concurrence of five members of Council.
(b) The Director of Recreation shall manage and direct all recreation programs to insure the highest level of service to children and adults at the lowest possible cost, and in the greatest safety.
(c) The Director of Recreation shall possess qualifications of proven supervisory ability and experience in coordinating the efforts of volunteers and seasonal assistants of all ages; ability to assess community needs and adjust existing programs, or develop new initiatives to meet those needs; understanding of pool maintenance; educational background in areas of recreation and physical education preferred; and ability to work on an almost seven-day a week basis during summer months.
(d) The principal responsibilities of the Director of Recreation are:
(1) Function as top-ranking department member by:
A. Identifying qualified applicants to staff departmental activities for appointment by the Mayor.
B. Orienting, training and monitoring employee performance.
C. Establish staff work schedules.
D. Operate all programs within approved budget.
(2) Monitor all facilities and equipment by:
A. Examining park facilities regularly in order to identify and correct problems.
B. Order all supplies and equipment.
C. Inspect the maintenance efforts of the staff.
(3) Serve as department spokesperson by:
A. Responding to employee and resident complaint.
B. Providing regular reports to the Board and Mayor.
C. Gaining public awareness of department events and programs.
D. Coordinating joint efforts with Service Department and others as needed.
(e) In addition to such other duties as may be established by the Mayor or Council, the Director shall have the following duties:
(1) To attend all Recreation Board regular and special meetings.
(2) To attend regular Council meetings and make a report of his or her activities when necessary.
(3) To coordinate joint City and school recreation activities.
(4) To follow through on Board recommendations.
(5) To initiate and supervise all recreation programs of the City.
(6) To act as general supervisor of all employees of the Recreation Department of the City.
(7) To act as liaison between Department employees and the Board.
(8) Be responsible for the maintenance, rental and administration of the Kiwanis Lodge.
