150.06 STANDARDS TO BE APPLIED.
   In reviewing plans and specifications, recommendations by the Architect shall be based on the following general standards:
   (a)    The Ohio State Building Code, in terms of its structural, mechanical, electrical, fire prevention and other regulations.
   (b)    Architectural control, which states that the primary function of the Architect shall not be to review exterior design and to select materials and colors. However, insofar as his function is to maintain property values in the neighborhood and to produce sound tax values for the Municipality, he shall see to it that the general appearance of all buildings and grounds are in keeping with good architectural and landscape practices.
