(a) All applications hereunder for building permits shall be submitted to the Building Inspector and he shall transmit them to the Architect, who shall receive, review and advise upon all drawings, data, plans and blue prints in the order filed under such published rules and regulations adopted by the Building Inspector and the Architect.
(b) No application for a building permit shall be accepted by the Building Inspector or submitted to the Architect unless the lot or plot of land upon which the proposed building or structure is intended to be situated is a complete and entire lot or sublot in a duly recorded subdivision of land, unless and until a plat or map of the proposed building lot, showing the relationship to surrounding lots and structures and streets shall have first been approved by the Planning and Zoning Commission.
(c) Comprehensive drawings showing floor plans, elevations and location of the building on the lot, driveways and walks together with the location of adjoining buildings on the same or adjacent lot, and the proposed grades, must be submitted to the Building Inspector who shall transmit them to the Architect with the application for a permit. Such documents must be accompanied by a fee as provided by Council.
(d) The Architect shall provide for a detailed report of all his proceedings, and shall submit a copy of his recommendations to the Building Inspector.
(e) In cases where the Architect does not recommend approval of the applications, the Architect shall suggest changes in plans as may be necessary to accomplish the purposes of this chapter. In such instances, conferences with applicants may be held.
(f) If, however, the Architect fails to act within thirty days after he has received the application for a building permit, the Building Inspector may then consider the application as having been recommended for approval by the Architect.
