(a) The position of Commissioner of Building, Engineering and Inspection is hereby established. The Commissioner of Building, Engineering and Inspection shall be appointed by the Mayor, subject to the approval of Council, and shall receive such compensation as Council shall from time to time determine.

(b) The Commissioner of Building, Engineering and Inspection shall perform all of the duties as set forth in the City's Zoning Code, Building Code and Regional Dwelling House Code, now in effect or hereinafter adopted, and shall be the administrative head of the Division of Building, Engineering and Inspection. Wherever the term Building Inspector is used in the Zoning Code, the Building Code, the Regional Dwelling House Code or any other section of the Codified Ordinances, such term “Building Inspector”, shall be construed and deemed to read as Commissioner of Building, Engineering and Inspection.
