Should any of the employees of the Division of Fire enter into an agreement authorized by Council concerning economic conditions and benefits, the terms of the agreement shall control the economic conditions and benefits of such employees and any conflicting provisions of this chapter shall be subject to and subordinate to the terms of the agreement for those covered employees .
