It is within the reasonable discretion of the Mayor to waive any portion or portions of this Chapter, as permitted or warranted under state and federal law, where strict compliance with such requirements, in the judgment of the Mayor, is not necessary or appropriate to protect the City's interests and the purposes and intent of this Chapter.
