143.06 VOLUNTEER FIREMEN'S DEPENDENTS FUND BOARD.
   (a)    A Volunteer Firemen's Dependents Fund Board is hereby established to make rules and regulations necessary for the handling and processing of claims and shall perform such other duties as are necessary to carry out the provisions of Ohio R.C. 146.01 to 146.19, inclusive.
   
   (b)    The Volunteer Firemen's Dependents Fund Board shall consist of two volunteer firemen to be elected by the volunteer firemen of the City, two officers of the City to be elected by Council, and a fifth member, to be elected by the first four, who is not a fireman or a public official.
   Vacancies occurring on the Volunteer Firemen's Dependents Fund Board shall be filled in the manner as set forth in Ohio R.C. 741.05.
   (c)    The term of each board member shall be one year commencing on January 1.
   Election of the two volunteer firemen and two City officers shall be held each year on the first Monday in December. Election of the fifth member shall be held each year on or before the second Monday in December.
   The procedure for the elections shall be governed by Ohio R.C. 146.04.
   (d)    The Volunteer Firemen's Dependents Fund Board shall meet promptly after its election to organize. A chairman and a secretary shall be elected.
   The secretary of the Board shall immediately certify to the auditor of State the names and addresses of the members elected, by whom elected, and the name of the Board chairman and secretary.
   (e)    Members of the Volunteer Firemen's Dependents Fund Board shall serve without compensation.
   The City shall provide a meeting place, stationery, postage and supplies for the efficient conduct of the business of the Board.
