143.02 DUTIES OF FIRE CHIEF.
   (a)   It shall be the duty and responsibility of the Fire Chief to manage and operate the Division of Fire so as to provide the maximum amount of fire protection for the City subject to the approval of their work schedule by the Director of Public Safety and the Mayor of the City. In order to better attain this protection, a minimum work schedule is hereby established:
      (1)   The Fire Chief shall work forty hours a week. This schedule of work hours shall be served at the Fire Station of the City, or at any other official related duty station or assignment as prescribed in the rules and regulations established for the Division of Fire.
      (2)   The Fire Chief shall attend all official fire meetings and training sessions of the Division of Fire in addition to the normal work schedule.
      (3)   The Fire Chief shall be on twenty-four hour call for emergency or other fire duties.
      (4)   He shall furnish the Director of Public Safety such reports as will detail the activity of the Division of Fire, the condition of its equipment and any other relevant and pertinent information as the Director of Public Safety may request.
      (5)   He shall have all the powers and duties prescribed by the laws of the State and such other powers and duties as shall be prescribed by ordinance from time to time by order of the Director of Public Safety with the approval of the Mayor of the City.
   (b)   Basic Function. Chief Administrator of Fire Department responsible for day-to-day operations. Insure effective operation of all departmental functions by monitoring work and identifying and correcting problem areas. Maintain all departmental records such as employee time records, activity statistics and material inventory. Insure compliance to all laws. Provide for basic and ongoing training needs for departmental personnel. Prepare and monitor annual operating budget and capital budget. Identify departmental funding priorities for Mayor and Council. Monitor employee performance and mediate all disputes. Determine cause of all fires.
   (c)   Principal Responsibilities of Fire Chief:
      (1)   Function as top ranking Department member by:
         A.   Insuring that policies and procedures are conformed to by the staff.
         B.   Monitoring, prioritizing and directing the efforts of subordinates.
         C.   Conducting employee evaluations and terminations.
         D.   Maintaining records of all departmental activities and personnel.
         E.   Representing department to Council, media and general public.
      (2)   Insure permanent fire response and fire fighting capability, and ability to respond to life and property threatening situations by:
         A.   Monitoring staffing and supervisory levels.
         B.   Performing all vehicle and equipment maintenance as required.
         C.   Directing employees to undergo training as required.
         D.   Administering drills and training experiences.
      (3)    Maintain conformance with all laws by:
         A.    Monitoring all changes in legal requirements.
         B.    Acting promptly to conform with all changing legal requirements.
      (4)    Seek knowledge of improved techniques in fire fighting and departmental management by:
         A.    Attending Ohio Fire Chief Conferences.
         B.    Obtaining and studying information available from professional publications and equipment manufacturers.
         C.    Attending special courses related to employee relations and personnel management or public administration.
      (5)    Develop and monitor departmental budgets by:
         A.    Drafting operating budget.
         B.    Drafting capital budget.
         C.    Articulating needs in an effective and professional manner to Mayor and Council.
      (6)    Determine cause of all incidents of fire within the City of Richmond Heights.
      (7)    Collaborate with neighboring Fire Departments in order to respond to emergencies.
      (8)    Cooperate with other City departments and non-City agencies in order to respond to all manner of disasters and emergencies.
