(a) The position of Police Training Officer is hereby established.
(b) The position of Police Training Officer shall be filled from the rank of sergeant or higher by an appointment of the Chief of Police, upon the approval of the Director of Public Safety, from within the Division of Police.
(c) The Police Training Officer shall perform the following duties:
(1) The preparation of an educational profile of all police personnel.
(2) Determine the needs of the Detective, Traffic and Basic Patrol units of the Division of Police as it pertains to:
A. Present and projected educational levels;
B. Deficiencies in technical skills and attitudes;
C. Preferences of individual officers.
(3) Enact a program and establish a schedule for individual and divisional, education and training.
