(a) The City of Richmond Heights has a sincere concern for the welfare and safety of its employees and the public it serves. With the goal of eliminating the suffering and cost of avoidable personal injury and vehicle accidents, the department heads are responsible for implementing a Safety Program of the City of Richmond Heights.
(b) It is the City's policy to provide safe working conditions for all employees, to provide complete instructions covering safe working methods and to provide special equipment to protect employees against particular hazards. The City will give safety precedence over operational expediency or short cuts.
(c) Most common accidents are preventable. It is the policy of the City that all employees promote accident prevention by actively supporting the Safety Program, by observing the safety regulations and by working safely.
(d) The purpose of the Safety Program of the City is to alleviate human suffering and conserve resources as a result of the City employees serving Richmond Heights in a safe manner.
(e) The City places responsibility for safe worksite practices on department heads, first line supervisors and on-line employees. It is the responsibility of all employees to exercise maximum care and best judgment in preventing accidents. Proper on-the-job behavior requires that each employee follows every precaution and safety rule for self-protection as well as that of fellow employees.
(f) The Director of Public Safety shall prepare and disseminate a City Safety Program detailing objectives and organization of a City Safety Committee and responsibilities.
