If a Council member refuses to vote on any question when his name is called by the Clerk, the Clerk shall continue the roll call and then again call upon such Councilman for his vote. If he again refuses to vote then the record shall show that he voted with the majority unless there was a tie vote, in which case his vote shall be recorded as an affirmative vote.
