121.14 ADDRESSING COUNCIL.
   Persons desiring to address Council may do so in the following manner:
   (a)    Written Communications. Interested parties or their authorized representatives may address Council by written communications on any matter of City business by delivering such communications to the Clerk of Council. Such written communications shall be read by the Clerk of Council as directed by Council.
   (b)    Oral Communications. Any person or their authorized representative may address Council on any matter of City business at the proper time provided in the agenda by rising and securing permission of the Presiding Officer. Such person shall state his name and address and the name and address of the person or group he may represent, if other than himself, in an audible tone of voice for the records, and unless further time is granted by the Presiding Officer or Council, shall limit his address to three minutes. All remarks shall be addressed to Council as a body and not to any particular member thereof. No person other than Council and the person having the floor shall be permitted to enter into any discussion, either directly or through a member of Council, without the permission of the Presiding Officer. No question shall be asked the Mayor, a Councilman or municipal officer except through the Presiding Officer.
