The President of Council shall take the chair at the hour appointed for the meeting and shall call Council to order. In the absence of the President of Council, the Clerk shall call Council to order, whereupon Council shall elect one of their members as President Pro Tem of Council by a majority vote of those present. Upon the arrival of the President of Council the President Pro Tem shall immediately relinquish the chair upon the conclusion of the business immediately before Council.
