All minutes of Boards and Commissions, reports, communications, ordinances, resolutions, contract documents or other matters to be submitted to Council shall, at least thirty business hours prior to each Council meeting, be delivered to the Clerk of Council, whereupon the Clerk shall immediately arrange a list of such matters according to the Order of Business and furnish each member of Council, the Mayor and the Director of Law with a copy of the same as far in advance of the Council meeting as time for preparation will permit. Other matters may be added to the agenda with the approval of a majority of Council.
