The Clerk of Council may call special meetings of Council whenever the public business may require it at the express written request of the Mayor or any three members of Council. Whenever a special meeting is called, a summons or a notice in writing signed by the Clerk of Council shall be served upon each member of Council in person or by notice left at his place of residence, at least twenty-four hours in advance of the time of such meeting. Such notice shall state the date and hour of the meeting and the purpose for which such meeting is called and no business shall be transacted thereat, except such as is stated in the notice. However, notice of the meeting may be waived in writing if all Councilmen are present at such special meeting and each signs such waiver. Other matters not appearing in the call may be placed on the agenda if all Councilmen are present and agree.
