If any person is aggrieved by any provisions of this chapter, final determination of the Building Commissioner or Planning and Zoning Commission, said person may appeal to Council. Such appeal shall be taken within thirty (30) days after the decision appealed from by filing with the Building Commissioner and with the Clerk of Council a notice of appeal specifying the grounds therefor. The Building Commissioner shall forthwith transmit to Council all papers constituting the record upon which the action appealed was taken.
