After abatement of the violation, the owner of the property will be notified of the cost of abatement, including administrative and legal costs, by certified mail or other method of service specified by law for service of a civil summons in Ohio. The property owner may file a written protest objecting to the amount of the assessment within ten (10) days of the service of the notice of costs on the responsible party. If the amount due is not paid within thirty (30) days, the charges may be certified by the City to the County Auditor to become a special assessment against the property and shall constitute a lien on the property for the amount of the assessment.
