Prior to January 1, 1960, existing ordinances and resolutions shall be revised, rearranged and codified under appropriate titles, chapters and sections to permit ready incorporation therein of future legislation. Thereafter. Council shall provide for revision, rearrangement and codification of ordinances and resolutions at such time as it deems necessary. Only new matter contained in such revision or codification need be published and publication thereof shall be made in the same manner as publication of other ordinances and resolutions.
