SECTION X-1. ORDINANCES.
   All legislative action shall be by ordinance or resolution. The Council shall keep a journal of its proceedings which shall be a public record. At the desire of any member the ayes and nays shall be entered upon the journal and upon the passage of every ordinance or resolution the vote shall be taken by ayes and nays. Every ordinance or resolution shall be read on three (3) different days unless five (5) of the members of Council dispense with the rule. All ordinances, resolutions, statements, orders, proclamations, notices and reports required by law, by this Charter or by ordinance to be published or posted, shall be posted in not less than five (5) of the most public places in the Municipality as determined by Council, for a period of not less than fifteen (15) days, or published in such other manner as Council may hereinafter determine by ordinance or resolution.
