SECTION VI-9. RECREATION BOARD.
   There is hereby established a Recreation Board that shall serve the Municipality as an advisory board. The Council shall by ordinance provide for such organization and duties of the Recreation Board as are not provided for by this Charter to the extent that the provisions of such ordinance are not inconsistent with or in conflict with the provisions of this Charter.
   Organization.
   (a)   The Recreation Board shall consist of six (6) members to be appointed by the Mayor and approved by a majority vote of Council. All six (6) members of the Board shall be electors of the Municipality. No member shall hold other employment by the Municipality but may hold other non-elective public office or position on a board, commission or committee of the Municipality, unless prohibited by the provisions of this Charter.

   (b)   The six (6) members’ terms shall be for two (2) years beginning on January 1, 2005. The previously existing seven (7) member Recreation Board shall be abolished on December 31, 2004, and the terms of the members thereof shall terminate on the same day.
   (c)   Two of the members to be appointed by the Mayor shall be recommended by the Board of Education of the Richmond Heights Local School District. The two (2) members recommended by the Board of Education shall not be members of such Board of Education but the members must be residents of the Local School District.
   (d)   The Mayor shall appoint a person to serve as Director of Recreation subject to the approval of a majority of the members of Council. The Director of Recreation shall be the administrative head and chairperson of the Recreation Board. The Director of Recreation shall have all the powers, duties, functions, obligations and rights of any of the six (6) members of the Recreation Board, including the right to vote. The Director of Recreation, however, shall serve at the pleasure of the Mayor.
   (e)   Any vacancy occurring during the term of any member of the Recreation Board shall be filled for the unexpired term in the manner authorized for an original appointment.
   (f)   The Recreation Board shall hold at least one regular meeting in each calendar month, unless by the concurrence of a majority of the Board members there is insufficient business for the Board to conduct a regular meeting in any certain month. Special meetings shall be held at the call of the Director when deemed necessary, subject to such provisions as provided in the rules or by-laws adopted by the Board. Except for the reasons for executive sessions as provided by the laws of the State of Ohio, all meetings of the Recreation Board, regular and special, shall be open to the public and shall be held in the Richmond Heights City Hall.
   (g)   The Mayor, with cause, may remove any of the six (6) members of the Recreation Board only with the concurrence of five (5) members of the Council.

   Duties.
   (a)    Public record shall be maintained of the minutes of all meetings. A record of all permits, denials, receipts and expenditures, must be adopted and shall be a matter of public record.
   (b)    The Board shall recommend to the Director of Recreation clean wholesome recreation for all juvenile and adult residents of Richmond Heights.
   (c)    The Board may recommend to the Director of Recreation the purchase of recreation equipment and the need for maintenance and repairs to any playground, ball diamond, tennis court, swimming pool or any other recreation facility.

   Appropriations.
   The Council shall appropriate annually for the Recreation Board a sum sufficient to enable the Recreation Board to efficiently sustain and operate this Board.
