(a) Sewer Conversion Permit.
(1) No person shall convert a septic tank or other private sanitary sewage system to a public sanitary sewer system without first obtaining a sewer conversion permit from the Department of Building, Zoning and Housing.
(2) Applications for a sewer conversion permit shall be made by the owner of the subject property or by the contractor for the property owner, who shall be registered by the City, but with the property owner’s signature also on the application. The application shall be accompanied by two (2) copies of a site plan identifying the location of the septic tank, and the direction and location of the proposed tie-in into the public sanitary sewer main from the building. The site plan shall identify the type of sewer pipe to be installed, the diameter of the sewer pipe, the size and location of all cleanouts and the type of bedding and backfill material.
(3) Upon the application for a sewer conversion permit, it shall be indicated whether work in the interior of the subject building is required. If such interior work is required, two (2) copies of a detailed drawing of the scope of the interior work shall be submitted to the Building Commissioner.
(4) Upon application for a sewer permit conversion permit, the Building Commissioner, or his/her designee, shall inform the applicant that the applicant must obtain all approvals for the connection to the public sewer from the Cuyahoga County Sanitary Engineer. Prior to issuance of the City’s sewer conversion permit, the applicant must provide proof to the Building Commissioner of the approval(s) required by the Cuyahoga Sanitary Engineer.
(5) In addition to the foregoing, and prior to the City’s sewer conversion permit being issued, the applicant shall also obtain from the Cuyahoga County Board of Health a “Household Sewage System Abandonment Permit”, or similar type permit, and provide proof to the Building Commissioner of said permit issuance.
(b) Inspection.
(1) Prior to the issuance of a sewer conversion permit, an onsite inspection, which shall include an interior inspection of the subject building, must be performed by the Building Commissioner, or his/her authorized designee. After all sewer work is complete, the Building Commissioner, or his/her designee, is authorized to perform an exterior and/or interior inspection. The purpose of these inspections is to determine whether there is an interconnection between the storm water and sanitary waste removal systems. In the event testing is necessary, as determined by the sole discretion of the Building Commissioner, to ascertain whether there is said interconnection, the applicant shall be responsible for the cost of such testing in addition to the permit fee set forth in subsection (a)(1) hereof.
(2) Upon inspection and approval of all exterior and interior work by the Building Commissioner, or his/her designee, the sewer facilities shall be backfilled and seeded.
