1515.05 DESIGN ELEMENTS OF FIRE LANES.
   (a)    Means of access shall be constructed of a hard, all weather surface adequately designed to support the heaviest piece of fire apparatus likely to be used at a fire on the premises.
   (b)    Fire lanes shall be able to withstand the live load of fire apparatus during all weather climates.
   (c)    Every dead-end roadway or fire lane more than 300 feet in length shall be provided at the closed end with a turn around acceptable to the fire department. The turn around shall have a minimum centerline radius of fifty feet.
   (d)    Where bridges or other elevated surfaces are to be used as fire department access, the surface shall be constructed in such a manner as to support the live load of all fire apparatus likely to be used at a fire on the premises.
   (e)    In all cases where a fire lane is located between a structure and approved parking spaces, designated parking spaces shall be provided for temporary parking of delivery type vehicles.
      (1)   The number of temporary parking spaces shall be based on the number of occupancies in the structure. One temporary parking space shall be provided for each ten occupancies. The Bureau reserves the right to require additional spaces as deemed necessary.
      (2)   Temporary parking spaces shall be clearly marked "DELIVERY PARKING ONLY - TIME LIMIT 15 MINUTES" on a durable sign.
      (3)   It shall be incumbent upon all occupancies served by the fire lane and temporary delivery parking spaces to ensure the fire lane is not obstructed by delivery vehicles. The occupancy receiving merchandise or packages shall be held liable for an obstructed fire lane when delivery type vehicles are parked in said fire lanes.
