(a) All hydrants shall have a minimum six inch barrel, a four and one half inch outlet, and two and one half inch outlets of Cleveland Standard size and thread, and shall conform to the American Waterworks Association Standards.
(b) Hydrant discharge height, measured from the bottom of the lowest discharge on the hydrant, shall be not less than sixteen inches nor more than thirty inches above the surrounding finish grade.
(c) The four and one half inch discharge shall face the street or drive.
(d) Spacing requirements for each hydrant on private or public property shall be as follows:
(1) At every street intersection.
(2) At the beginning of each cul-de-sac turnaround.
(3) Within 500 feet of any one, two, or three family dwelling.
(4) Within 250 feet of any building or structure regulated by the Ohio Basic Building Code.
(5) Additional hydrants shall be required as necessary to meet the required flows, support building fire suppression systems, accomplish tactical operations, and/or avoid excessive hose lays resulting in excessive friction loss. Excessive hose lays shall be defined as 250 feet when being stretched from any portion of the building to the nearest hydrant.
(6) Hydrants shall not be spaced more than 300 feet apart.
(7) When a water based fire suppression system is to be installed, a hydrant shall be located no more than seventy-five feet from each Fire Department Connection.
(8) Distances measured in this section shall be measured along actual fire apparatus routes of travel.
(e) All public and private hydrants required by these regulations shall be installed and maintained in accordance with the following:
(1) All hydrants and water mains shall be installed pursuant to the direction of the Chief, and in accordance with American Waterworks Association Standards and the Cleveland Water Department.
(2) All hydrant locations shall be clearly marked on any plans submitted and shall be approved by the Bureau.
(3) All hydrants shall be accessible at all times for firefighting purposes and no obstructions shall be placed within ten feet of any such hydrant.
(4) All private hydrants shall be maintained in working order by the property owner, occupant, or other responsible person.
(f) All water mains or water lines served and fitted by hydrants or other types of valves or faucets from which water may be drawn before it passes through a recording meter shall be under the complete control of the Cleveland Water Department and subject to the rules and regulations of said agency. Water mains and water lines on private property shall be maintained by the property owner, occupant, or other responsible person. No person, firm, or corporation shall draw water from any such hydrant, valve, or faucet except as required for firefighting or testing of hydrants as required by the Fire Chief. Water for any other purpose may be drawn only on order from the Cleveland Water Department, and only after receiving a permit from both the Fire Prevention Bureau and Cleveland Water Department to do so. The permit, or copy thereof, shall be prominently displayed on site, and shall be immediately available for examination by the Code Official.
(g) The minimum size of a private fire line shall be eight inches, except single fire hydrant lines of 600 feet or less may be six inches, unless fire flows require a higher flow, in which case, the size necessary to obtain the necessary fire flows shall be installed.
(h) When more than one fire hydrant is to be installed on the same main, such main shall be looped or supplied water from two sources.
(i) Hydrants located on private property shall be within ten feet of the paved or improved portion of a roadway, fire lane, or driveway, provided however, that no hydrant shall be located closer to a building or structure than one and one half times the height of said building or structure.
(j) All fire hydrants located on private property shall be identified with an approved marker extending a minimum of five feet above grade. The markers shall be installed each year by October 15, and shall remain in place until March 15, unless snow conditions are still present after this date. The markers shall not interfere with the operation of the hydrant and shall be placed per the Bureau's specifications.
(k) All fire hydrants shall be faced in the proper direction for fire department use. If a hydrant is not faced in the proper direction, adjacent parking or road areas shall be considered a fire lane and marked accordingly, with provisions made to prevent the parking of vehicles in such a manner to interfere with hydrant operation.
