1511.06 WATER BASED FIRE PROTECTIVE EQUIPMENT.
   (a)    All water based fire protective equipment shall be installed and maintained according to the Ohio Basic Building Code, Ohio Fire Code, and applicable NFPA Standards. All threads shall be Cleveland Standard hose thread.
   (b)    In situations where a water based fire protection system is located in such a manner as to protect more than one business or occupancy, the owner of the building shall be responsible for maintaining the system, regardless of any lease agreement or other agreement assignment. This section shall not limit the building owner, within the constraints of any binding agreement, from recovering maintenance costs from the tenants of record.
   (c)    All portions of a water based fire protection system that contains atmospheric pressure, and is not specifically addressed by subsection (a) hereof shall be subjected to a hydrostatic water test of 200 psi for two hours with no loss of pressure at five year intervals. This includes Fire Department Connections. EXCEPTION: Areas having less than ten feet of pipe containing atmospheric pressure, where all portions of the pipe are visible and accessible, except where passing through a wall, and where the pipe does not show any signs of breakage or decay.
   (d)    Portions of a water based fire protection system containing atmospheric pressure, including Fire Department Connections, meeting the exception of subsection (b) hereof shall undergo an air test to determine the integrity of the piping. Piping systems containing less than ten feet of pipe, where all of the pipe is visible and accessible, except where passing through a wall, shall be subjected to an air test at 10 psi below the static water pressure in the system. The test shall be held for two hours with a loss of less than 5% of the test pressure.
   (e)    At five year intervals, all wet sprinkler systems shall be drained completely to remove all possible foreign matter. Upon charging of the sprinkler system, all inspector test connections and auxiliary drains shall be opened and allowed to flow water, until such time that the water flows clean, and it is certain all air has been expelled from the piping.
   (f)    All water based fire protection systems that contain a Fire Department Connection shall have the connection clearly marked with a weather resistant and durable sign at least twelve inches wide and eighteen inches in height reading "FIRE DEPT. CONNECTION" OR "FDC" in large letters. The sign shall also indicate the type of system the connection supports, along with the areas of the building supplied by the connection. In occupancies having more than one connection, the connection number, as assigned by the Bureau shall be included on the sign. The final design of the sign and placement shall be approved by the Bureau.
   (g)    No person or entity shall plow, pile, or otherwise deposit snow within ten feet of a Fire Department Connection, suppression system control valve, fire hydrant, or other similar device. Whosoever violates this section shall be fined five hundred dollars ($500.00).

   (h)   Each automatic sprinkler system, or portion thereof, installed in a storage area, loading dock, or other similar area of a building shall be designed to provide protection for “Ordinary Hazard, Group 2,” as defined by National Fire Protection Association Standard 13, Installation of Sprinkler Systems, 1994 edition, as adopted by the Ohio Fire Code.
   (i)   Each automatic sprinkler system, or portion thereof, installed in kitchen and cooking areas of a building shall be designed to provide protection for “Extra Hazard, Group 1,” as defined by National Fire Protection Association Standard 13, Installation of Sprinkler Systems, 1994 edition, as adopted by the Ohio Fire Code.
