1503.01 PLAN REVIEW.
   (a)    All blueprints, drawings, or other sketches for buildings regulated by the Ohio Basic Building Code received by the Division of Building and Zoning for construction, erection, and/or alteration shall be submitted for review by the Fire Prevention Bureau. When such submitted plans have been found to conform to the provisions of the Fire Prevention Code, and all other Codes or standards adopted by the Bureau pertaining to fire protection, fire safety, life safety, and fire extinguishment, such plans shall be stamped as approved. When plans are submitted that do not conform to such Codes, a list of deficiencies shall be written and attached to the submitted plans. The owner of such plans, his representative or designated person shall be responsible for compliance with the deficiencies and must submit revised plans, addenda, or other data to show evidence of Code compliance with the applicable provisions of the Codes.
   (b)    The construction, erection, and/or alteration of a building regulated by the Ohio Basic Building Code and the equipment and maintenance thereof, shall conform to the required plans which have been approved by the Fire Prevention Bureau. When the Bureau finds work or equipment that is contrary to such approved plans, the Commissioner of Building and Zoning shall be notified and the owner, occupant, builder, or other responsible person shall be given a specific time period in which to conform to such plans. The building, or part thereof, shall not be occupied until such violations are corrected and approved by the Bureau.
   (c)    The responsibility of all Code compliance issues is incumbent upon the owner, operator, builder, contractor, or other responsible person for the premises. Failure to identify a deficiency of the Code during the plan review process does not relieve the owner, occupant, builder, or other responsible person from complying with the applicable Codes or laws. The Fire Department, Fire Prevention Bureau, and the City shall not be held liable for such occurrences.
