SECTION IV-9. POWERS.
   The Council shall have and possess:
   (a)    The power by ordinance to create, change and abolish any office, department or agency, other than the offices, departments and agencies established by this Charter. The Council by ordinance may assign additional functions or duties to offices, departments or agencies established by this Charter, but may not discontinue or assign to any other office, department or agency any function or duty assigned by this Charter to a particular office, department or agency. Council may authorize one person to serve in any capacity in two or more departments, divisions, boards or commissions.
   (b)    The power to fix the number of employees in the various departments of the Municipality and to fix the rate of the employees’ compensation.
   (c)    The power to be judge of the election and qualifications of its own members.
   (d)    The power to establish the form and method of enactment of its ordinances and resolutions, except as otherwise provided in this Charter.
   (e)    Except as otherwise provided in this Charter and the limitations placed upon the Municipality’s contracts set forth therein, the power to authorize all contracts and make the necessary appropriations therefor; and to delegate to the Mayor, by ordinance, the authority to authorize and execute contracts on behalf of the Municipality for services, labor, goods, materials and supplies in an amount designated by Council, provided Council has appropriated the funds therefor, and under such other conditions as may be provided for by Council.
   (f)    Except as otherwise provided in this Charter, the power to approve and confirm or disapprove and reject the appointments of all personnel to positions established by this Charter, or to boards, commissions, committees and agencies created by ordinances of Council.
