SECTION IV-3. QUALIFICATIONS.
   (a)   No person shall be eligible to be a member of Council unless that person is a qualified elector of the Municipality and shall have resided continuously in the Municipality or the ward from which the Councilperson’s is elected or appointed for at least two (2) years immediately prior to the date of the Councilperson’s election or appointment and the Councilperson’s shall continue to be a qualified elector and reside therein during this term of office. Any Ward Councilperson who moves from the Councilperson’s ward and any Councilperson who moves from the Municipality shall forfeit the office immediately.

   (b)   A member of Council shall hold no other public office or employment during the Councilperson’s term which is incompatible with the Councilperson’s elected office, except as otherwise provided in this Charter, and further excepting the office of Notary Public and membership in the State Militia or the Reserve Corps of the United States unless called to full-time military service therein for a period exceeding thirty (30) consecutive days.

   (c)   As used in this section of the Charter, the prohibition against holding other public office or public employment shall not apply to:
      1.   A person elected or appointed to the office of precinct, ward or district committee member, or any presidential elector or delegate to a national convention.
      2.   A person who is a teacher, instructor, professor, or any other kind of educator whose position does not involve the performance of, or authority to perform administrative or supervisory functions.
      3.   Part-time service as a member of a department, board, commission, authority, or other instrumentality of the State of Ohio or Cuyahoga County nor to any part-time position as a member of a board of inter-municipal organizations.

   (d)   To the extent, as provided by general law, no member of Council shall, directly or indirectly, solicit, contract for, receive or be interested in any profit or emolument from, or on account of, any contract, job, work or service with, or for, the Municipality.
