Pursuant to the provisions and subject only to the limitations imposed by the State Constitution and this Charter, all powers of the Municipality shall be vested in an elective council, hereinafter referred to as "the Council", which shall enact local legislation, adopt budgets, determine policies, and work with the Mayor, who shall execute the laws and administer the government of the Municipality. The Municipality of Richmond Heights shall have all the powers, general or special, governmental or proprietary, which may now or hereafter lawfully be possessed or exercised by municipalities under the laws of Ohio. All such powers may be exercised in the manner prescribed in this Charter, or, if not prescribed herein, in such manner as the Council may determine, or, unless a contrary intent or implication appears in this Charter or in the enactments of the Council, in such manner as may now or hereafter be provided by the Laws of Ohio.
