1345.02 PERMIT REQUIRED; PROHIBITION.
   (a)    No person shall park, place, keep or live in a trailer in any residential district in the City for a period exceeding twenty-four hours unless a permit therefor is obtained from the Chief of Police.
   (b)    No person shall park, place, keep or live in a trailer in any zoning district of the City other than a residential district, except as hereinafter set forth. The prohibition contained herein shall not apply to a person parking a trailer upon a duly designated parking lot for a business concern or establishment during regular business hours, for the purpose of permitting the operator or occupants of such trailer to transact business at such establishment. No such trailer shall remain so parked for a period of time in excess of thirty minutes prior to the opening of the business establishment or after the closing of the business establishment.
   (c)    Notwithstanding subsection (b) hereof, Council may authorize the parking of trailers for bona fide business purposes on commercially zoned property under such conditions and for such length of time as Council determines is not detrimental to the public health, safety or welfare.
