1333.04 DUMPSTERS REQUIRED ON BUILDING LOTS DURING CONSTRUCTION.
   (a)    On individual building lots, which are not in a new residential subdivision, it shall be the responsibility of the building contractor to provide a suitable dumpster or dumpsters to hold all debris, rubble, and other materials hazardous to the public health, welfare and safety for removal from all building lots during construction of the building from the start of construction until the construction is completed. Failure of the contractor to do so shall be considered a violation of this chapter.
   (b)    In new subdivisions which are under construction, it shall be the responsibility of the developer of the subdivision to provide sufficient dumpsters on the site, as approved by the Building Commissioner, for the use of the contractors building homes in the development, and to make appropriate arrangements for the cost and disposition of the dumpsters with the contractors.
   (c)    The Building Commissioner shall have the authority to approve other means to contain and dispose of building materials, rubble and debris, in lieu of dumpsters, if the intent and purpose of this section is satisfied.
