The intent of this chapter is to establish procedures and safeguards to ensure that the grades for all buildings, structures, driveways and roads, as established by the engineer for the lot owner, builder or developer, shall be in conformity with the improvement plans for the development, and in conformity with the topography of the adjacent land, and will allow proper drainage of surface waters, and allow the construction of sewers at reasonable depths.
