Any person who sells a house or structure now being, or hereafter constructed, to any person whosoever without first securing a certificate of occupancy as heretofore described shall have violated this chapter and thereby committed a misdemeanor. Each day after which such sale is finally consummated and no certificate of occupancy has been obtained, shall be considered to be a separate violation of this chapter.
