1305.04 APPEALS TO COUNCIL.
   The decision of the Building Inspector shall be final except that any person who feels that such Inspector has wrongfully refused to issue such permit or conditional occupancy permit may appeal such decision to Council by informing the Clerk of Council in writing, and setting forth the reasons that he believes entitle him to such permit or conditional occupancy permit, of a desire to bring such matter before Council. The Clerk shall thereupon bring the appeal before Council for hearing not later than the next regular meeting. Council may, by a majority vote of the elected members, overrule the Building Inspector and order such certificate of occupancy issued.
