Amendments or supplements to this Zoning Code may be made from time to time in the manner as provided by the ordinances of the City, the City Charter and the laws of the State, however, every petition for a zoning amendment shall be accompanied by a fee. The amount of the fee shall be established by Council and may be changed from time to time, always to hold a reasonable relationship with the necessary costs and expenses, direct or indirect, which may be incurred by reason of publication and the holding of hearings incident to such petitions for zoning amendment.
The fee accompanying the petition, regardless of the ultimate decision, is not refundable.
