All required engineering and surveying work must be performed by or under the supervision of a registered engineer or surveyor in accordance with the provisions of Ohio R.C. Chapter 4733, the Engineers and Surveyors Registration Act. No owner or agent of the owner of any land within the jurisdiction of these Regulations shall transfer any lot, parcel or tract of land from or in accordance with a plat of a lot, parcel or tract of land from or in accordance with a plat of a subdivision before such plat has been approved by the Planning Commission and Council, with such approval endorsed in writing on the plat, or before the same has been recorded in the office of the County Recorder. In addition, no such person shall proceed with any work on the proposed subdivision, including grading, which may affect the arrangement of streets or utilities or which changes the natural course of surface drainage, until he has obtained tentative approval of the proposed subdivision plat and has executed the required agreement and has posted bond as hereinafter set forth.
