No person, firm or corporation shall lay out any private road, street, highway, lane, boulevard or other way for access to more than one dwelling house or to one or more apartment buildings, or sell or offer for sale without deed restriction prohibiting use for residential or apartment purposes, more than one lot or parcel of land fronting on any private road, street, highway, lane or boulevard, until such private road, street, highway, lane or boulevard has been improved with five foot sidewalks, street lights, trees, pavement, water mains and sewers built or installed in conformity with the standard specifications for same on file in the office of the Engineer, as hereinafter set forth.
