These Regulations are adopted to secure and provide for the coordination of streets within a subdivision with existing streets, roads or highways, for the proper amount of open spaces for traffic, circulation and utilities, and for the avoidance of future congestion of population detrimental to the public health, safety or welfare; to provide for the construction of streets and other facilities deemed necessary or appropriate in the public interest; to insure and promote sound community growth; to protect against deterioration and obsolescence and to safeguard the interests of the owners or occupants of property, the subdividers and local government.
