The provisions of these Regulations shall be held to be the minimum requirements adopted for the promotion of the health, safety and welfare of the people of the Municipality. These Regulations are not intended to repeal, abrogate, annual or in any manner interfere with any existing laws, zoning ordinances, covenants or rules, provided, however, that where these Regulations impose a greater restriction that is required by such existing laws, covenants or rules, the provisions of these Regulations shall govern.
