The Administrative Authority shall have the right to reject an application for use of the Park facilities upon a reasonable belief that the purpose for which the Park is sought to be used would be prohibited by law, that such use and occupancy by the applicant would result in excessive noise or damage to real or personal property in or about such premises, or that such use and rental would be detrimental to the health, safety and welfare of the City, the inhabitants thereof, or the users of the Parks.
