(a) The Finance Director shall establish an enterprise fund, to be called the Ambulance Billing Service Fund, into which all sums collected pursuant to this chapter will be deposited. Disbursements from such Fund shall be used for operating expenses and capital expenditures associated with the Division of Fire. Notwithstanding the foregoing, fifty thousand dollars ($50,000.00) shall be retained in such Fund for necessary capital expenditures.

(b) "Capital expenditures," as used in this section, means expenditures for items having a value of one thousand dollars ($1,000) or more, with an estimated useful life greater than one year. Capital expenditures are expected to include replacement of Fire Division vehicles, emergency medical equipment, building renovations associated with ambulance services and communication systems of ambulance services.
