Whoever installs a septic tank or other device or equipment for the treating or disposing of sewage without obtaining a permit therefor or violates any of the provisions of this chapter, or refuses to abide by any rule or regulation of the Department of Buildings or the Board of Health, as provided herein, is guilty of a misdemeanor of the first degree and each day such violation continues shall constitute a separate offense.
