905.04 FEE FOR GRADE CHANGES.

Every person otherwise filling in, covering, regrading or altering the course or grading of a drainage ditch or in any manner changing the grade of a ditch, tree lawn or other portion of a dedicated street, shall first pay the sum of fifteen dollars ($15.00).
