Before installing any driveway culvert along a roadside ditch within the dedicated portion of any public street within the City, the owner of the abutting property shall first obtain written permission from the Building Inspector to make such installation. The length, diameter and type of material of such culvert, the depth and level of such culvert shall first be approved by the Building Inspector and the installation of such culvert shall be subject to the approval and inspection of the Building Inspector.
