903.05 ESTABLISHMENT OF GRADES; FEE.

The grade for all sidewalks shall be established by the City Engineer to insure that the grade will be in conformity with the topography of the adjacent land, allow proper drainage of surface water and allow the construction of sewers at reasonable depths.
